Your submission shall address the below information and be submitted in accordance with paragraph 7 Submission Instructions below: Program Development and Organizational Support for Physical Security Program Management at AO 1. Introduction The Administrative Office of the United States Courts (AO) is issuing this Request for Information to identify companies with demonstrated experience in designing, establishing, and supporting organizational programs that oversee enterprise-wide physical security systems. The AO is evaluating the creation of a new office or the reorganization of an existing office that would assume responsibility for governance, policy development, program management, and oversight of physical access control systems, video management systems, camera networks, lighting controls, and security operations infrastructure. 2. Background The Judiciary relies on several partner agencies to provide physical security services, including the installation and management of security technologies. While these partnerships remain essential, the Judiciary has identified opportunities to strengthen internal oversight, improve consistency across facilities, and enhance long term planning for physical security systems. To support these goals, the Judiciary is evaluating options that would centralize governance, technical standards, and provide a strategic direction for physical security technologies. This RFI seeks industry input from organizations experienced in developing and supporting similar program structures. 3. Objectives The agency seeks to understand industry capabilities related to: Designing or reorganizing program teams that oversee physical security systems and networks Developing governance structures, policies, and standard operating procedures Establishing technical standards for PACS, VMS, cameras, sensors, and control room technologies Advising on staffing models, workforce skills, and training requirements Supporting program management, strategic planning, and lifecycle oversight Coordinating with installation vendors and internal stakeholders without performing installation work 4. Scope of Interest 4.1 Program Office Design and Governance The agency seeks contractors with experience in: Designing organizational structures for security technology program management and oversight Developing governance frameworks, policies, and compliance mechanisms Establishing quality control, change management, and quality assurance processes Creating standard operating procedures for system deployment and sustainment 4.2 Technical Standards and Oversight Respondents should demonstrate experience in: Developing technical standards for PACS, VMS, cameras, sensors, and related systems Advising on system architecture, integration requirements, and interoperability Conducting technical assessments and gap analyses on existing systems and processes Providing oversight of installation vendors without performing installation work 4.3 Program Management and Strategic Planning The agency seeks input on: Long-term planning for security technology modernization Budget development and cost forecasting Risk management and mitigation strategies Performance metrics and program evaluation methods 4.4 Workforce Planning and Training Industry expertise is requested in: Identifying required skill sets for a centralized security technology office Recommending staffing models and organizational roles Developing training plans and certification pathways 5. Desired Contractor Qualifications Respondents should highlight experience in the following areas: Establishing or supporting security technology program offices in government or private industry Developing governance structures and technical standards for physical security systems Advising on PACS, VMS, camera systems, and control room technologies Providing program management, strategic planning, and organizational design support Coordinating with technical installation vendors while maintaining an oversight role 6. How do you approach system architecture reviews and integration planning? What methods do you use to evaluate vendor performance without performing installation work? 6.3 Workforce and Training Recommendations What staffing models do you recommend for a centralized security technology office? What skill sets, certifications, or training programs are essential for such an office? 6.4 Program Management and Transition Planning What approaches do you recommend for transitioning from a decentralized to a centralized oversight model? What risks or challenges should the agency anticipate during this transition? What performance metrics or reporting structures have proven effective in similar programs? 6.5 Past Performance What relevant government or private sector development efforts have your company supported? What lessons learned from those efforts would be applicable to this initiative? 6.6 Rough Order of Magnitude (ROM) Considerations What cost drivers should the agency expect when establishing or reorganizing a program office? What factors most influence long-term program management and oversight costs? 7.
