NOTICE OF INTENT TO SOLE SOURCE Product Manager (PdM) Navy/Marine Expeditionary Ship Interdiction System (NMESIS) THIS NOTICE OF INTENT TO SOLE SOURCE IS FOR INFORMATIONAL PURPOSES ONLY. Marine Corps Systems Command (MCSC), Program Manager, Ground Weapons Systems (PM GWS), PdM NMESIS, Quantico, VA 22134 intends to enter into sole-source negotiations and subsequently award a contract to Kongsberg Defence & Aerospace AS, Kirkegaardsveien 45, Kongsberg, 3616, Norway (Cage Code N0013) to provide development, production, and sustainment support for the Naval Strike Missile (NSM) Launcher Unit (NLU), Weapon Control System (WCS), and supporting equipment of the NMESIS launcher using the authority at Federal Acquisition Regulation Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The United States Government (USG) lacks the technical data rights in the NLU, WCS, and missile interfaces required for competitive acquisition. Without the technical data rights, a contractor will not be able to ensure the subsystems properly function together to meet the requirements of the NMESIS system. This effort is estimated for award in the third quarter of fiscal year 2026 with an anticipated period of performance from June 2026 through June 2034. This acquisition is being pursued on a sole-source basis under the statutory authority implemented by 10 U.S.C. 3204(a)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement, which shall be considered by MCSC. Responses must be submitted within 15 calendar days after the date of the publication of this synopsis and identify the potential offeror s interest and capability to respond to the requirement. The USG will consider all information received by this response date that meet the aforementioned criteria. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the USG. All submissions become USG property and will not be returned. Contractors are advised that the USG will not pay for any information or administrative costs incurred in response to this notice of intent.
