Summary

AI-generated · Aug 24, 2025

Replace five primary heat exchangers in the Advanced Test Reactor Complex. BEA seeks nuclear-certified, qualified firms to design and execute the replacement, handling design, procurement, and installation oversight. The five units are U-tube, counter-current, crossflow, single-phase liquid-to-liquid heat exchangers that transfer heat from the primary to the secondary coolant system before reaching the cooling tower. Work includes assessing the existing exchangers, developing a comprehensive design plan for the new units, procuring materials, and supervising the installation to meet safety and quality standards, in coordination with ATR personnel to finalize a replacement plan for all five units.

Expressions of Interest must demonstrate qualifications against the criteria in Section 3, limited to 20 pages in PDF, and submitted by the stated deadline via email. Only selected respondents will be invited to present their replacement plan. For questions, use the designated BEA contact channel; indicate any proprietary information as required.

INTRODUCTION Battelle Energy Alliance, LLC (BEA), the Management and Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is inviting Expressions of Interest (EOI) from potential offerors for the design and replacement of five Primary Coolant System heat exchangers at the Advanced Test Reactor Complex (ATR Complex). Interested parties are nuclear certified and qualified prior to submitting their EOI. BACKGROUND The five primary coolant system heat exchangers at the Advanced Test Reactor (ATR) require replacement due to aging. These essential U-tube, counter-current, crossflow, single-phase heat transfer (liquid-to-liquid) units facilitate the transfer of heat from the primary coolant system (PCS) to the secondary coolant system (SCS), ultimately leading to the cooling tower. Their efficient operation is critical to reactor functionality. PROCESS The selected subcontractor will be responsible for the design, procurement, and oversight of the installation during the replacement of ATR s five heat exchangers. The scope of work includes, but is not limited to: Conducting a detailed assessment of the existing heat exchangers. Developing a comprehensive design plan for the new heat exchangers. Procuring the necessary materials and equipment. Overseeing the installation process to ensure compliance with safety and quality standards. Collaborate with ATR personnel on the above efforts to propose a replacement plan for five primary heat exchangers. SUBMITTAL REQUIREMENTS Interested firms should submit their expressions of interest via email to the undersigned by close of business on 09/12/2025. Submissions must include detailed information demonstrating the responder s qualifications, addressing each criterion listed in Section 3 above. Note that responses must be no more than 20 pages in length in PDF format. Only selected respondents, as determined by BEA, will receive an invitation to present their replacement plan. If you have questions, or need additional information, please contact, via email to Travis.Stoor@inl.gov with the subject line Response to ATR Heat Exchanger Expression of Interest. Technical questions must be submitted in writing via email. Proprietary Information Because information received in response to this EOI may be business sensitive or proprietary to the responding party, respondents must mark information in their responses accordingly.
