Annual preventive maintenance and on-site repair service for NIST’s Gerstel Injection Systems, including routine maintenance and on-demand repairs for the Gerstel Gas Chromatography–Mass Spectrometry Injection System used by the NIST Engineering Laboratory in Gaithersburg, MD. Because the equipment is proprietary to Gerstel and requires Gerstel-certified field service engineers, only Gerstel, Inc. can perform the required services; use of any other provider could jeopardize system functionality and ongoing research.

This is a sole-source action to Gerstel, Inc. for the described services. No solicitation package will be issued. The government will determine, based on written capabilities, whether to consider competition. Interested parties that can meet the requirements may submit capability statements; responses must be received by the stated deadline.

FEDBIZOPPS.GOV ANNOUNCEMENT: Special Notice CLASSIFICATION CODE: J Maintenance, Repair, Rebuild SUBJECT: Preventive Maintenance Service Contract for Gerstel Injection Systems SOLICITATION NUMBER: 1333ND25QNB730431 CONTACT POINTS: Brian Jamieson, Contract Specialist (301) 975-8276 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1), with Gerstel, Inc., of Linthicum Heights, MD for an annual preventive maintenance contract for NIST s existing Gerstel Injection Systems. The equipment is utilized by the NIST Engineering Laboratory (EL), in Gaithersburg, MD. ***** Sole source determination is based on the need to acquire a preventative maintenance service contract for the existing Gerstel equipment, which is only available through Gerstel s service organization. NIST requires routine preventative maintenance as well as on-site repairs of broken equipment as needed for an owned Gerstel Gas Chromatogram Mass Spectrometer Injection System. This system is proprietary to its original equipment manufacturer, Gerstel. As the equipment is proprietary to Gerstel, all maintenance and repairs must be performed by field service engineers who are certified by Gerstel. Gerstel is the only company capable of performing these services with Gerstel-certified field service engineers; there are no other contractors that are authorized to provide the required services for NIST's Gerstel systems. Use of any other contractor would jeopardize system functionality and on-going research activities. Accordingly, Gerstel is the only contractor capable of providing the required services. To ensure continuity of research efforts in the NIST laboratories, it is vital the instrument and its accessories are maintained at full operational performance. Unauthorized service providers may provide components incompatible with the existing Gerstel equipment which would cause interruptions in critical research projects. *****The North American Industry Classification System (NAICS) code for this acquisition is 811210 Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. ***** Interested parties that believe they can satisfy the requirements listed above may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. No solicitation package will be issued. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Brian Jamieson at brian.jamieson@nist.gov . All responses to this notice of intent must be submitted so that they are received at brian.jamieson@nist.gov no later than September 1, 2025, at 10:00 AM Eastern Time. Only responses received by the due date will be considered by the government. Contracting Office Address: 100 Bureau Drive Bldg. 301, Mail Stop 1640 Gaithersburg, Maryland 20899-0001
