Summary

AI-generated · Aug 25, 2025

Request for information from sources capable of providing routine repair and preventive maintenance services for two JEOL JMS-T100LP ACCUTOF LC-PLUS mass spectrometers (each paired with a Direct Analysis in Real Time system) used by the STCAG in the MMSD for RaDAR program, which focuses on forensic science and homeland security. Annual maintenance is needed to prevent downtime and avoid costly repairs, ensuring continued support for real-world illicit drug analysis.

If no alternate sources are identified, the government intends to issue a sole-source award to Joel USA under FAR 13.106-1(b).

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing routine repair and preventive maintenance services for two mass spectrometer instruments manufactured by JEOL USA. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Joel USA (11 Dearbordn RD Peabody, MA 01960) under the authority of FAR 13.106-1(b). The Surface and Trace Chemical Analysis Group (STCAG) of the Materials Measurement Science Division (MMSD) of the Materials Measurement Laboratory (MML) has significant research efforts in the fields of forensic science and homeland security. One of the major foci of these efforts surrounds development, evaluation, and quantification of real-world illicit drug samples through our Rapid Drug Analysis and Research (RaDAR) program. To enhance the capabilities of the STCAG and the Materials Measurement Science Division (MMSD) as a whole, the STCAG heavily utilizes a Direct Analysis in Real Time (DART) system that is coupled to two (2) mass spectrometers: (1) JEOL JMS-T100LP ACCUTOF LC-PLUS -Yeti and (2) JMS-T100LP ACCUTOF LC-PLUS -Shark. These systems require annual maintenance to avoid down time and costly repairs and ensure our ability to continue to support critical partnerships through the RaDAR program.
