BACKGROUND Defense Logistics Agency Strategic Materials (SM) operates the National Defense Stockpile (NDS) on behalf of the Office of the Under Secretary of Defense for Acquisition &Sustainment (OUSD A&S). The process compares demand to supply; analyzes supply sources and risks of supply chain interruption; and implements mitigation strategies to ensure an adequate and timely supply of those materials. It is a collaborative approach, whereby Government, industry, and academic experts contribute their knowledge in conjunction with timely market research and intelligence. The Materials Operations division of SM (SM-MO) manages the inventory of the NDS. Among SM-MO s responsibilities are, but not limited to, receiving new commodities, inspecting new and existing commodities, verification testing of materials, and material acceptance. To assist SM-MO in their activities, rapid and portable analytical instruments allow SM-MO personnel, and other SM personnel, to perform their mission in managing the NDS. 2.
