The scope of work, subject to change, includes the following services at Commander Fleet Activities (CFA) Yokosuka, Japan: Annex 15 Facility Support 1502000 Facility Investment Annex 16 Utilities 1604000 Wastewater* The Finalized Performance Work Statement (PWS) will be provided with the solicitation. (ii) Not Applicable. The proposed action is not greater than $25,000 but less than SAT, or using special simplified procedures. (iii) Not Applicable. This requirement is not covered by the World Trade Organization Government Procurement Agreement (WPO GPA) and/or Free Trade Agreement (FTA).(iv) Not Applicable. Available technical data will be provided as part of the solicitation. (v) Not Applicable. This requirement is not for construction.(vi) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered. (vii) Not Applicable. This requirement will utilize unrestricted full and open competition.(viii) Qualification RequirementsCONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. CONSTRUCTION: Special construction license ?Tokutei-Kensetsugyou-Kyoka? OR ordinary construction license ?Ippan-Kensetsugyou-Kyoka?The Construction permit shall include the following types of construction work:a. Machinery Installation ?Kikai-Kigu-Secchi Gyou?b. Electrical Work ?Denki-Kouji-Gyou?OPERATION AND MAINTENANCE OF SEWAGE TREATMENT PLANT: Ministry of Land, Infrastructure and Transport, Government of Japan registration certificate.SEPTIC TANK CLEANING: a. Collection and transportation of general waste (septic tank sludge/scum) from Yokosuka City Government ?Joukasou Hosyu Tenkenn-Gyou?b. Preventative Maintenance and Inspection service registration from Kanagawa Prefecture ?Joukasou Hosyu Tenkenn-Gyou?c. Sewage Treatment Facility Maintenance and Management Business certificate ?Gesuidou Shori-sisetsu Iji-kanri Gyou?STATUS OF FORCES AGREEMENT: The U.S. Government WILL NOT offer ?United States Official Contractor? status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; however, may certify an employee of a contractor as ?Members of the Civilian Component? under Article I(b) of the SOFA, as determined necessary by the Contracting Officer, in accordance with the PWS.(2) Other Related InformationInterested offerors can view and/or download the solicitation from the Government Point of Entry (GPE), https://sam.gov/ when it becomes available on or approximately mid July 2026.
