Summary
AI-generated · Nov 22, 2025VH-92A Precision Landing Visibility retrofit kits will be procured as a delivery order under a Basic Ordering Agreement, with Sikorsky Aircraft Corporation (a Lockheed Martin company) identified as the sole source. Sikorsky is deemed the only known supplier with the necessary knowledge, experience, and proprietary technical data to perform the work, making this an other-than-full-and-open competition under 10 U.S.C. 2304(c)(1) and FAR 6.302-1. This follows a closed sources-sought process, with two responses evaluated.
Interested parties may submit capability statements within 15 days of publication to indicate whether a competitive procurement should be initiated. While not currently a competitive solicitation, the Government reserves the discretion to pursue competition based on responses. Small businesses should note potential subcontracting opportunities and may contact the prime contractor’s subcontracting representative for information.
The Naval Air Systems Command (NAVAIR) hereby issues the following synopsis for VH-92A Precision Landing Visibility (PLV) retrofit kits. This is a follow-up announcement to the Sources Sought, 2025-APM274-BOA-0001, previously posted to SAM.gov on 6 January 2025. The Sources Sought announcement is now closed. Two (2) responses were received and adjudicated. NAVAIR intends to negotiate and award a delivery order under Basic Ordering Agreement (BOA) N00019-23-G-0002 to Sikorsky Aircraft Corporation (Sikorsky), a Lockheed Martin company on an other than full and open competition basis. The resultant order will be for PLV retrofit kits in support of VH-92A. Sikorsky is the only known source with the knowledge, experience, expertise and the necessary proprietary technical data required to perform this effort. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements". This notice of intent is not a request for competitive proposals. However, interested parties are requested to submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responses received by the Government within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Questions regarding this notice should be addressed to Brittany Reynolds via e-mail at brittany.s.reynolds3.civ@us.navy.mil.
