GENERAL INFORMATION The Mission and Installation Contracting Command (MICC) Fort Hood, Texas, is issuing this PRE-SOLICITATION notice in accordance with FAR 5.201 and FAR 5.204. The purpose of this notice is to provide general information regarding the scope of the Solid Waste Management Services requirement and to solicit questions or feedback from industry partners on this acquisition. All responsible sources may submit a response which shall be considered by the agency. NOTICE: A formal solicitation is NOT currently available, and proposals are not required at this time. This is a pre-solicitation notice only. 2. SCOPE OF REQUIREMENT The Contractor shall provide all management, tools, equipment, and labor necessary to ensure solid waste services are performed at Fort Hood, Texas. Services include, but are not limited to: All refuse collection and disposal for the cantonment areas, to include administrative facilities, dining facilities, and family housing areas; All collection of wood waste, vegetative waste and other authorized compostable material; All cleaning of grease traps and collection of grease trap waste from Garrison and food service facilities on Fort Hood and disposal IAW contract specifications; Complete operation of the Fort Hood Landfill, for both municipal solid waste and special waste; and All construction at the Fort Hood Landfill for municipal solid waste 3. ACQUISITION STRATEGY Competition: This requirement is 100% Small Business Set-Aside. Contract Type: The Government contemplates the award of a Firm Fixed Price (FFP) contract. The requirement is for non-personal services to provide solid waste management services, to include refuse collection, compost center operations and landfill operations for the cantonment areas at Fort Hood, Texas. The contractor shall perform all management, supervisory, professional services, clerical, and administrative functions and furnish all labor, plant, tools, equipment, materials, and supplies, except as provided in the Performance Work Statement (PWS). Site Visit. The Government will conduct a pre-proposal conference/site visit at Fort Hood on 27 May 2026 at 1:30pm at South Sherman Road BLDG 40001 575 Fort Hood, TX 76544. The site visit will consist of a pre-proposal briefing, presentation, and onsite visit. All interested companies may attend with a limit of two (2) attendees per company. Please submit, in writing, the names of attendees to the KO and Contract Specialist no later than 20 May 2026 at 12:00pm.
