Summary

AI-generated · Aug 24, 2025

The market research is seeking sources capable of manufacturing a SEAT, VALVE (Part Nos. 1386F25P19 or 1387F94H01) with NSN 4820010629354. The effort would cover full manufacture, including procurement of parts, inspection, testing, preservation/packaging, and shipping, plus related supply-chain and logistics activities. The government notes that this is not a solicitation yet and responses are voluntary; they may consider small-business set-aside or full and open competition and could award to multiple vendors. They will evaluate capacity to provide the required scope, including management of personnel, finances, and risk, and no technical data package is currently available. Feedback will not be provided.

A subsequent presolicitation confirms a firm, single-source procurement for 173 units under a firm-fixed-price contract, with delivery to a DLA Puget Sound location and FOB origin, destination acceptance. The only approved source is Northrop Grumman Systems Corporation; any other manufacturer must submit a complete source-approval package. There is no government-provided technical data package, and the item is not a critical safety item. A BOA is in place; the solicitation will be issued by letter and not through DIBBS, with evaluation based on price, past performance, and other factors for a sole-source award. This marks a shift from market research with potential competition to a constrained, sole-source procurement for this item.
