This is a competitive, unrestricted action among sources duly authorized to operate and do business in JAPAN. Pilot license issued from Minister of Land, Infrastructure, Transport and Tourism is required to submit as a part of solicitation package. The Government anticipates award of a firm-fixed-Price indefinite-delivery requirements type contract to a single Contractor that meets solicitation requirements. Evaluation may be based on a combination of price and past performance information using trade-off method as detailed in the upcoming solicitation. This is not a solicitation, and the Government is not seeking price information at this time. A request for quote (RFQ) will be issued on or about 17 Oct 2025 on SAM.gov.
