Provide a direct-distributor solution for Pepsi Beverage Products (including bottled water) to DoD and non-DoD customers on Guam, with potential future contracts set up as a SIDC or IDIQ under FAR Part 12. The vendor must be a functioning commercial distributor (not a pure 3PL) and will be responsible for sourcing, purchasing, storing, and distributing a variety of Pepsi beverages, ensuring product quality, timely delivery, and responsive customer service, plus handling customer requests for substitutions or additional items during the contract. Maintain all required federal, state, and local licenses and certifications.

This is an informational market research effort; no contract will be awarded from the RFI. Respondents should submit a brief capability statement showing experience with similar contracts, confirm that products are PepsiCo-branded (not alternative brands), and include any questions or comments. Responses are due by 7 July 2025 at 0800 Hawaii Standard Time and should be emailed to the provided addresses; review will consider attachments such as a Draft Schedule of Items and a Sample Customer List. Participation is voluntary and costs to respond are not reimbursed.

1. Introduction This Request for Information (RFI) is issued by Defense Logistics Agency Troop Support Indo-Pacific, as part of its market research under FAR Part 10 Market Research. The Government seeks industry feedback, capability statements, and general interest from responsible vendors interested in supplying Pepsi Beverage Products Including Bottled Water to DoD and Non-DoD Customers on the Island of Guam. This notice is for informational purposes only and does not constitute a solicitation or a commitment by the Government to issue a future solicitation. 2. Background The Government anticipates a potential requirement to establish one or more contracts such as a Simplified Indefinite Delivery Contract (SIDC) or Indefinite Delivery/Indefinite Quantity (IDIQ) contract under FAR Part 12 Acquisition of Commercial Products and Commercial Services, for the regular supply and delivery of Pepsi Beverage Products. The successful vendor(s) may be expected to: Source, purchase, store, and distribute a variety of Pepsi Beverage items. Maintain product quality, timely delivery, and responsive customer service. Respond to customer requests for additional or substitute items during the life of the contract. Maintain all required federal, state, and local licenses and certifications. Note: Vendors must currently operate as functioning commercial distributors. It is not acceptable for an offeror to operate solely as a third-party logistics (3PL) firm, i.e., one that subcontracts out warehousing, procurement, and delivery functions. Offerors affirm their role as direct distributors upon submission of capability statements. 3. Purpose of This RFI This RFI serves the following purposes: To determine market interest and availability of capable sources. To gather industry input on the proposed approach, product categories, and distribution model. To inform the acquisition strategy and assist in development of a future solicitation. The Government intends to conduct this procurement as a commercial acquisition in accordance with FAR Part 12. 4. Important Notices No contract will be awarded as a result of this RFI. Participation in this RFI is voluntary and will not affect a respondent s ability to submit an offer if a solicitation is issued. The Government will not reimburse costs incurred in preparing or submitting a response. Proprietary or sensitive information should be clearly marked, and the Government will treat it accordingly. Interested parties are responsible for monitoring SAM.gov for future updates. 5. Attachments Please review the following draft attachments (if provided) for context: Attachment 1 Draft Schedule of Items Attachment 2 Sample Customer List 6. Submission Instructions Interested parties are invited to respond by providing the following: A brief capability statement describing your company s experience with similar subsistence contracts.
