Description: The International Boundary and Water Commission Falcon Field Office is seeking a price quote for Falcon Penstock #4 Closure as per PWS attached. Project Location The project is located at the Falcon Power Plant, FM2098, 1 Reservoir Rd., Falcon Heights, Texas 78545. Period of Performance The contractor is expected to complete the work within 180 calendar days after the contract is awarded. Warranty in excess of 1 year not required. The government will award to the lowest price, technically acceptable, responsible offeror. Technical Approach - Quote must demonstrate the technical approach by providing a narrative addressing all the items in the scope. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule. Past Performance Quotes shall demonstrate successful past performance of at least 3 three (3) references for similar projects. The information shall include the name of person, company, phone number, email address, and brief description of the project. Offerors shall meet or exceed and specifications and scope of work of items being quoted. Failure to submit the required technical approach and past performance will deem a proposal non-responsive and no consideration for award will be given. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acuisition.gov INVOICE PROCESSING PLATFORM The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. How much does it vary? Water pressure on the Stop Logs, basically this information depends on the Dam Water Elevation. 8/13/2025 - to add Q&As as follows: P. 19 of the Performance Work Statement says, All certificates and qualification documents must be submitted with the offer for evaluation and approval by the government prior to contract award. What are the certificates and qualification documents that need to be submitted, and do they need to be submitted with the proposal? First need to be registered with SAM.gov and have a valid UEI Number and Construction License. P. 51 of the Solicitation says Manually signed under item 2. Since this is an email submission, does that still apply? N/A We do still need the net head range for the gates. Or if we can get the highest possible net head that would work for the design. We cannot design the new gates without this information and cannot bid this job. Can you please try and get this information so we can get together a design and bid this job? The Net Head Range for the Penstock Gates will require to be Medium-Head Systems because IBWC systems generally operate with head differences between 10 and 40 meters. Current IBWC Penstock gates for these applications would need to withstand medium pressures than low-head systems. 8/19/2025 - Add attachment: "Stop Logs Closure Extra Drawings" 8/20/25 - Add updtated SF 1442 191BWC25R0004 form - page 1.
