Pursuant to FAR 5.203(a), Washington Headquarters Services, Acquisition Directorate, on behalf of the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) I&S Enterprise, intends to do the following: - Award a short-term sole source extension contract to the incumbent contractor, Galapagos Federal Systems LLC. [CAGE Code: 7VP89; 112 Kuli Puu Street, Kihei, HI, 96753-7158]. The Contractor is currently performing services under WHS/AD Contract Number HQ003420C0112, with services concluding on July 13, 2025. The anticipated period of performance for the bridge contract is for two (2) months, from July 14, 2025, to September 13, 2025. The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. - Award a short-term sole source extension contract to the incumbent contractor, WWC Global LLC [CAGE Code: 3XTD1; 2 Matt’s Path, Mashantucket, CT, 06338-3804]. The Contractor is currently performing services under WHS/AD Contract Number HQ003421C0021, with services concluding on July 13, 2025. The anticipated period of performance for the bridge contract is for two (2) months, from July 14, 2025, to September 13, 2025. The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. - Award a short-term sole source extension contract to the incumbent contractor, JMARK Services, Inc. [CAGE Code: 5UKA1; 8415 Explorer Drive, Colorado Springs, CO 80920-1033]. The Contractor is currently performing services under WHS/AD Contract Number HQ003420F0386, with services concluding on July 13, 2025. The anticipated period of performance for the bridge contract is for two (2) months, from July 14, 2025, to September 13, 2025. The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) 8.405-6, Limiting Sources. - Award a short-term sole source extension contract to the incumbent contractor, JMARK Services, Inc. [CAGE Code: 5UKA1; 8415 Explorer Drive, Colorado Springs, CO 80920-1033]. The Contractor is currently performing services under WHS/AD Contract Number HQ003420F0361, with services concluding on July 31, 2025. The anticipated period of performance for the bridge contract is for seven months, from August 1, 2025, to February 28, 2026. The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) 8.405-6, Limiting Sources. - Award a short-term sole source extension contract to the incumbent contractor, Redhorse Corporation [CAGE Code: 4WSA6; 17777 N Kent Street, Suite 1200, Arlington, VA 22209-2110]. The Contractor is currently performing services under WHS/AD Contract Number HQ003420F0223, with services concluding on July 31, 2025. The anticipated period of performance for the bridge contract is for seven months, from August 1, 2025, to February 28, 2026. The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) 8.405-6, Limiting Sources.

The purpose of this notice is to post the Justification for Other Than Full and Open Competition (JOFOC) under Federal Acquisition Regulation (FAR) Subpart 6.3. OUSD(I&S) has a continuing need for technical, administrative and professional support services provided under contract number HQ003420C0112 Galapagos Federal System LLC. The current contracts expired July 13, 2025, and the Government intends to extend the current task order period of performance (POP) for continuity of services. The Government has established a Blanket Purchase Agreement (BPA) and two Call Order awards to support this effort. On March 6, 2025, a bid protest was filed against the two BPA Call Order awards. Therefore, an extension will be required to continue services while the Government completes the procurement process. The extensions will be awarded as a Firm-Fixed Price (FFP) contract type, with a total value of $87.955.02 using Fiscal Year 25 Operation and Maintenance Funds. The POP will be extended from July 14, 2025, to September 13, 2025.
