Type: Cancellation Notice No Award Made DESCRIPTION The U.S. Section of the International Boundary and Water Commission (USIBWC) hereby notifies all interested parties that Solicitation No. 191BWC26R0001, for Operations & Maintenance (O&M) services at the South Bay International Wastewater Treatment Plant, is canceled in its entirety. After a comprehensive internal review, the Government determined that the solicitation contains material deficiencies in technical requirements, scope definition, and disclosure provisions that cannot be corrected without substantial revision. Additionally, an undisclosed organizational conflict?of?interest (OCI) was identified late in the evaluation process and could not be resolved within the framework of the initial solicitation. Because these issues constitute significant solicitation defects under FAR 14.404?1(c) and FAR 15.206(e), the Government has determined that cancellation is in the best interest of the Government. No award will be made under the canceled solicitation. This cancellation notice aligns with standard federal cancellation practices. FUTURE ACTIONS The USIBWC intends to re?solicit this requirement under a new solicitation number once: Technical requirements are corrected and clarified, Pricing structures are updated, OCI disclosure/mitigation requirements are strengthened.
