Access must include all required document collections in a unified search engine, with additional functionalities and features outlined below. Authorized users will be personnel located within approximately 60 distinct Federal Lands Highway and Federal Highway Administration offices across the United States. Subscription system must provide: (1) unified search and availability with all document collections accessible via a single search engine, (2) metadata and hyperlink integration, and (3) personalized standards lists for users. Search engine capabilities shall include: (1) Includes "type ahead" functionality, (2) Search results must prioritize relevancy ranking based on submitted keywords or compound searches rather than ordering results by document number, and (3) Lemmatization of search terms.
