Submit a firm-fixed-price quotation with a 12-month period of performance and an aggregate annual price, including a monthly price breakdown and all fees/surcharges. Include a technical and management approach summary, three past-performance references, and any non-pricing information (staffing plan, certifications, etc.). Also provide your SAM UEI, a business point of contact, and submit via email with attachments limited to 10 pages for technical/management and 3 pages for past performance, with total email size under 35 MB; ensure submissions are virus-free. Evaluation will consider technical/management approach (non-price), past performance (non-price), and price, with the award made as the lowest-priced technically acceptable quote with acceptable past performance; discussions may not be held.

Amendment 1 adds a Q&A document and a revised SOW; Sections C.2 and E.5 of the SOW were updated to reflect the Q&A and the revised SOW supersedes the previous version, with all other terms unchanged.
