Summary

AI-generated · Aug 23, 2025

Procure 22 shipping and storage containers (NSN 8145-01-128-1739, part number 114G1017-70) for the CH-47 Chinook helicopter weapon system under a firm-fixed-price One-Time Buy to be supplied by The Boeing Company (OEM). The delivery is to New Cumberland, PA. The contract requires IUID markings and a higher-level contract quality system, but does not require FAT, PLT, SNRR markings, TAMMS-A, or serial numbering. This item is restricted to Boeing as the sole source due to data rights and manufacturing constraints, with the government currently pursuing data-rights improvements for potential future competition. For non-commercial items over $2 million, certified cost and pricing data must be submitted, and a formal delivery schedule must accompany proposals.

The sequence of notices shows progression from market research (sources sought) indicating sole-source justification, to a presolicitation confirming a 22-unit One-Time Buy limited to the OEM, to a formal solicitation under the appropriate contract vehicle. The presolicitation highlighted data-rights limitations and the expectation that competition may be pursued in the future if rights to data and adequate specifications become available, while the current solicitation confines award to the OEM and requires best pricing, delivery terms, and a simulated delivery schedule for the 22 units.
