Vendor will need to rate the plans and specs provided for quality to develop a model based on the quality and detail provided in the plans and specs to be able to develop a cost model for the building. BLS will finalize the model selection for each Census region based on the vendor s ratings. 2. Develop four detailed regional Healthcare building cost models. Each model shall reflect the known characteristics of the project selected as the average for the region. 3. Develop and implement a methodology to update the material, labor, and installation costs for the four regional models on a quarterly basis. Responses to this RFI will be reviewed by DOL for their applicability to the Government s need and determined to be Relevant or Irrelevant to the above problem. Offerors of Relevant responses may be requested to demonstrate their approach and/or product to a Government panel of Subject Matter Experts to help DOL determine the best approach.
