Summary

AI-generated · Mar 10, 2026

Upgrade Devens RFTA’s legacy Land Mobile Radio (LMR) subsystem by integrating it into the Army’s CONUS Enterprise (ACE) LMR architecture as part of the Base Emergency Communications System (BECS) modernization, delivering a turnkey, interoperable LMR subsystem that supports current and future mission-critical communications. This effort focuses on modernizing the existing Devens RFTA system—not on buying new radios—and does not include fielding crash systems. The required performance period is 24 months from award.

A sole-source award to L3 Harris Technologies, Inc. is contemplated because BECS requires the proprietary technology and specialized capabilities of the OEM to modernize and integrate the Devens RFTA LMR into BECS as a unified subsystem. L3 Harris’ system core is proprietary, which may limit interoperability with other OEMs. The Government intends to work with the OEM to achieve the goal. This synopsis is for informational planning; information submitted in response by the stated deadline may be considered for competitive procurement, but the Government retains discretion to not compete.

The Base Emergency Communications System (BECS) intends to solicit and award Sole Source contract in accordance with FAR subpart 13.501, Special Documentation Requirements, to L3 Harris Technologies Inc. The BECS program modernization effort focuses on upgrading and ensuring the interoperability of Army public safety communications. This initiative supports the integration of Deven s Reserve Force Training Area s (RFTA) legacy Land Mobile Radio (LMR) system into the Army CONUS Enterprise (ACE) LMR architecture, in conjunction with enhancing interoperability within the BECS capabilities. Devens RFTA s LMR Subsystem is future-ready, adaptable to evolving operational requirements with BECS capabilities, and integrated with critical communication systems to enhance emergency response and mission effectiveness. Specific modernization and interoperability requirements exist to necessitate this company be awarded this contract on a sole source basis. To meet the specific requirements for modernization and interoperability, the BECS program must utilize the proprietary technology and services of L3 Harris. This procurement is focused on modernizing the current LMR system at Devens RFTA, not on purchasing new radios. The BECS program modernization effort also does not include a request for fielding crash systems. The Government intends to work with the original Equipment Manufacturer (OEM), L3 Harris Technologies, inc., to achieve this goal. Specifically, L3 Harris Technologies Inc. offers specialized capabilities required to modernize the Devens RFTA s legacy standalone LMR system by integrating its requirements into BECS as a unified interoperable state-of-the-art Subsystem. Significantly, L3 Harris s system core is proprietary to L3 Harris which can limit interoperability with other OEMs. The modernization will leverage advanced technologies to provide a fully operational, turn-key LMR Subsystem that addresses both current and future mission-critical communication demands. The required period of performance for this effort is 24 months from the date of the award. Please note that this is not a request for Proposal (RFP). The intent of this notice is to synopsize this effort and for informational purposes. However, any information received from an organization before 4:00 PM Eastern Daylight Time (EDT), Friday, March 13, 2026, and can meet this requirement may be considered by the Government for competitive procurement action. Information in response to this notice may be sent to Hoa Luu, Contract Specialist, at hoa.q.luu2.civ@army.mil, Mark Grimsley, Contract Specialist, at mark.c.grimsley.civ@army.mil and Katia Lacoste, Contracting Officer, at katia.lacoste.civ@army.mil. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
