However, responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement by 4:00pm Eastern Daylight Time (EDT) within 15 days of issuance of this announcement, which will be considered by the agency. DOE will not be responsible for any costs incurred in response to this notice. Capability statements shall be submitted via email to karen.shears@orem.doe.gov. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This notice in no way obligates the Government to award any contract or carry out any contract action.
