The Structural Mechanics Branch (SMB) of the Geotechnical and Structures Laboratory (GSL) of the US Army Engineer Research and Development Center (ERDC) is conducting research and development (R&D) for the Department of Homeland Security (DHS) to evaluate historic door and window systems under static and dynamic loading to investigate their capacities. This R&D has primarily focused on developing, demonstrating, and delivering solutions to predict the response of historic door and windows system subjected to dynamic loads. In furtherance of this R&D, the ERDC-GSL has established a multi-year R&D effort with the sponsor to address existing and emerging requirements of the Protective Building Envelope Program (PBEP). SMB requires a total of 12 historic window systems and 18 historic door systems for this contract. These articles must be delivered to the University of Missouri (UoM) for static and vacuum chamber testing. SMB also requires C&H Restoration and Renovation to review window and door design drawings and provide finalized shop drawings of the different types of articles. SMB will be performing testing of historic window and door systems in conjunction with the UoM. The specific products, designed by ERDC and manufactured by C&H Restoration and Renovation, will be tested in the static and/or vacuum testing chamber at UoM or by the ERDC. The historic window and door systems must be fabricated by C&H Restoration and Renovation due to their unique capabilities. The sole source award will be issued in accordance with FAR 13.106-1(b)(1)(i). This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
