JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: Due to the nature of the customization for this procurement, only one vendor is able to provide the required InGaAs Photodiodes on a custom ceramic. Failure to process this request would prevent NIST from continuing its fundamental research to construct highly accurate radiometric transfer standards, trap detectors, in support of calibrations that serve the quantum computing, quantum communications, and quantum measurement industry.
