Contract requires during- and post-construction surveys and monitoring for nesting Threatened and Endangered sea turtle species within the Palm Beach County Mid-Town Flood Control and Coastal Emergencies CSRM project footprint, covering about 2 miles of shoreline from monument R-92 to R-102. This work supports shoreline nourishment efforts funded after storm damage and erosion, under permit conditions established for the project.

The activities include during- and post-construction sea turtle nest monitoring, escarpment surveys, and lighting surveys as required by the 2015 SPBO from USFWS and the FDEP Joint Coastal Permit. DB Ecological Services Inc., which holds the permit, is identified as the only responsible source, so no solicitation will be posted. No telephone requests will be honored. Potential sources may discuss capabilities for future acquisitions with the USACE.

Notice of Intent to Sole Source Palm Beach County Ocean Ridge Endangered Sea Turtle Nesting Surveys and Monitoring NOTICE OF INTENT TO SOLE SOURCE The U.S. Army Corps of Engineers (USACE), Jacksonville District established a contract with DB Ecological Services Inc (CAGE 3FAY9), of Boca Raton, FL, on a sole-source basis IAW FAR 13.106-l(b)(l), to conduct during and post construction surveys and monitoring for nesting Threatened and Endangered (T&E) Sea Turtle species within the project footprint of the Palm Beach County (PBC) Mid-Town Flood Control and Coastal Emergencies (FCCE) Coastal Storm Risk Management (CSRM) Project. Recent storm damages and ongoing erosion have contributed to shoreline storm barrier loss and destabilization. Over the past two years the Mid-Town shoreline has been severely impacted by coastal storms (most notably Nor easter events, and hurricane Helene). As a result of this extensive erosion on the Federal beach project area, FCCE funding was provided. The PBC Mid-Town FCCE CSRM project consists of nourishing approximately 2 miles of shoreline from FDEP reference monument R-92 to R-102 in Palm Beach County, Florida. The 2015 Shore Protection Activities along the Coast of Florida Federal Statewide Programmatic Biological Opinion (SPBO) from the U.S. Fish and Wildlife Service (USFWS) and the Florida Department of Environmental Protection (FDEP) Joint Coastal Permit (JCP) issued as Permit No (PERMIT NUMBER IS REDACTED), requires during and Post-construction Sea Turtle Nest Monitoring, escarpment surveys, and lighting surveys. This permit was issued to DB Ecological Services Inc. Based on the foregoing, DB Ecological Services Inc is determined to be the only responsible source. This requirement will be solicited using other than full and open competition in accordance with 13.106-l(b)(l). No solicitation will be posted for this requirement. No telephone requests will be honored. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541620, Environmental Consulting Services. If you have any questions concerning this opportunity, please contact: Ms. Florutha A Robinson at florutha.a.robinson@usace.army.mil or Mr. Gary R Weir at gary.r.weir@usace.army.mil. Any potential source may contact the persons indicated above to discuss their ability to offer the required services for future acquisitions.
