Pre-solicitation Notice of Intent to Sole Source for Navy Standard Integrated Personnel System (NSIPS) Sustainment and Integration

This synopsis provides notice that the Naval Information Warfare Systems Command (NAVWAR), on behalf of Program Executive Office (PEO) Manpower, Logistics, and Business Solutions (MLB), (PMW 240), awarded a Bridge Modification to Contract N00039-23-C-0002 on a sole-source basis to General Dynamics Information Technology, Inc. (GDIT), Falls Church, Virginia. The modification was awarded on 13 May 2026 with a value of $79,315,988 for the continued system integration, testing, implementation, operation, and sustainment of NSIPS capabilities. This modification extends the contract for a one year base period with four 3-month option periods. This contract is a sole-source acquisition pursuant to the authority of 10 U.S.C. 3204(a)(1) - Only One Responsible Source (Federal Acquisition Regulation subpart 6.103-1).
