This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The Defense Counterintelligence and Security Agency (DCSA) Office of the Chief Information Officer (OCIO), intends to solicit and negotiate directly with Microsoft Corporation, 1 Microsoft Way, Redmond, WA 98052-8300, CAGE 60128 for Microsoft (MS) Unified Enterprise Support Services (UESS). DCSA requires these comprehensive, proactive support services for its enterprise-wide Microsoft product ecosystem. This support must include guaranteed response times and encompass all DCSA locations. DCSA seeks to ensure optimal performance and stability of its critical Microsoft infrastructure. Microsoft Corporation is the sole provider of MS UESS and retains exclusive rights to underlying MS intellectual property. Due to this inherent exclusivity, only Microsoft can provide critical functionalities such as direct access to Microsoft engineers, proactive services, official updates/patches, ongoing maintenance/optimization, and dedicated account management. Duplicating these proprietary services with another vendor is technically infeasible and would introduce unacceptable risks, including compromised system stability, security vulnerabilities due to delayed or unofficial patching, decreased performance, and a lack of direct access to Microsoft's expertise for critical issue resolution, potentially jeopardizing mission-critical operations.
