This is a NOTICE OF INTENT for the Government to award a Sole Source Purchase Order for VHF Tier Two Handheld Radios from Federal Communications Consulting (FCC) on behalf of the Department of State, Global Tactical Communications Office (DT/EI/NT/GTC). A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with Federal Communications Consulting (FCC). Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective described above. The Government will not be responsible for any costs incurred by responding to this notice.
