The sole source justification is based on the following: The required disassembly and decommission of the JEM3010 TEM can only be completed by JEOL USA, Inc. as JEOL Inc. does not have any authorized service providers that can perform the disassembly and decommission or that have access to proprietary data for this instrument. JEOL is the only authorized service provider who can safely disassemble and decommission the JEM3010 TEM, since they have proprietary rights to this microscope. Given these facts, JEOL USA Inc. is the only reasonably available source to fulfill the requirement. The resulting purchase order will be a Firm Fixed-Price purchase order. The NAICS Code is 811210 Electronic and Precision Equipment Repair and Maintenance, with a business size standard of $34.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. The Capability Statement must contain material in sufficient detail to allow NIST to determine if the party can meet all the requirements. The government will consider responses received by 10:00 AM EST on August 8, 2025. Responses must be submitted via email to the Government point of contact listed below. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
