Mr. Fay is uniquely qualified to this requirement. a Great Lakes coastal modeling expert, who has the requisite subject-matter expertise to perform a critical portion of the required additional work. Mr. Fay has performed modeling to inform water resources planning and management, hydrologic modeling and forecasting, and mitigation and adaptation under extreme weather conditions. He has worked extensively in the Great Lakes region and is intimately familiar with the proven lake level models used in the model framework. Additionally, his work in water resource planning in the Great Lakes region makes him uniquely qualified. He has the necessary understanding of other studies that have been completed in the Great Lakes region related to weather conditions and the resulting impact on Great Lakes water levels. In addition, the proposed work includes resolution of concerns regarding the methodology of the model framework generated by the expert panel. No one else is qualified to resolve these concerns.
