Dr. Yoe familiarity with USACE civil works program, risk frameworks, and communication of uncertainty makes him uniquely positioned to review and validate the risk methodologies included in the GLRI model framework and related public outreach materials. His institutional knowledge, technical reputation, and authorship of foundational USACE guidance preclude the availability of a viable alternative source for this effort.
