Summary
AI-generated · Aug 24, 2025Establish a Basic Ordering Agreement with a single vendor to provide in-service engineering and life-cycle support for the Common Total Ship Computing Environment (C-TSCE) variant used in C5I systems, including ICMS, interfaces, software applications, and networking hardware. Work covers engineering design, integration, test and evaluation, software development and loading, system upgrade/replacement planning onboard and at sites, logistics product development and distribution, configuration management, and training systems. Include hardware and software to support a one-time lab setup for First of Class configurations, plus nonrecurring/recurring hardware, platform hardware, license management, obsolescence management, and ad-hoc shipboard support. General Dynamics Mission Systems is the OEM with in-depth system knowledge and prior In-Service Engineering Agent support, making this a sole-source requirement. Orders under the BOA may be CPFF or FFP, with a potential total value up to $89 million over a five-year period. This is advertised as sole-source with no competitive proposals at this time; qualified firms may submit capability statements for consideration.
Two notices with identical content were issued; there is no new information or change between them. The government will consider capability statements from all responsible sources, but the sole-source justification and decision to not compete rests with the government.

Therefore, GDMS is the only source with the requisite knowledge, experience and technical expertise to provide all supplies and services associated with the C-TSCE requirements to be fulfilled under this BOA. The primary services to be acquired are the overall in-service engineering and Life-Cycle support required to cover C-TSCE, Integrated Combat Management System (ICMS), its interfaces, C5I elements, software applications, and networking environment hardware. The primary items to be acquired include hardware and software to support one-time lab set-up for First of Class configurations. Nonrecurring and recuring hardware; platform hardware; license management; hardware and software obsolescence management; and ad-hoc/emergent shipboard support will also be acquired under this BOA. THIS REQUIREMENT IS ADVERTISED AS SOLE SOURCE. THE NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
