Summary

AI-generated · Aug 24, 2025

Engine replacement on wildfire firefighting trucks will be procured on a sole-source basis with Cat Pacific Truck Center. The trucks operate in-state and out-of-state for about eight months each year; warranty work done by distant vendors has led to significant repair and towing costs because warranty coverage cannot be extended when repairs occur far from the unit’s location. Cat Pacific’s nationwide presence and trained mechanics would allow warranty-covered service across extensive locations, reducing downtime and costs.

The vehicle is currently disassembled at the vendor’s shop, making reassembly and towing to other repair shops impractical. The work requires specialized knowledge of the truck systems, which Cat Pacific provides. Estimated procurement value is around $47,000, with a firm-fixed-price arrangement. This is a single-source action under FAR 13.106-1(b)(1). Interested parties may submit capability statements demonstrating that competition would be advantageous; responses must be received within five business days. SAM registration is required for vendors doing business with USDA-FS, and no reimbursement will be provided for capability statements.

The United States Department of Agriculture- Forest Service (USDA-FS) intends to award a sole source order to Cat Pacific Truck Center. Cal Pacific Truck Center, LLC International, has over 1,000 dealerships across the USA and California. The fire trucks are deployed both in state and out of state in support of wildland firefighting assignments for approximately eight (8) months out of the year. Historically, when fire trucks have broken down out of the state or assigned Forest area the vendor where work had been performed could not cover the warranty because of not being in the location where the fire truck had broken down resulting in the loss of thousands of dollars in repairs and towing costs. With Cal Pacific having locations across California and the United States their warranty work would cover extensive locations with towing and repairs being provided by this vendor. Additionally, the vehicle is currently disassembled at the vendor s shop and it would be impracticable to have it reassembled and towed to other repair shops. Cat Pacific Truck Center has mechanics that specialize in working on and repairing these specific truck systems. The estimated value of this procurement is around $47,000. This action is conducted under the authority of FAR 13.106-1(b)(1) for single source. The Government anticipates the award of a Firm-Fixed Price purchase order. The applicable North American Industry Classification System (NAICS) code is 811198 -All Other Automotive Repair and Maintenance with an applicable size standard of $10.0M. This is a notice of intent and is not a request for competitive quotes. Any response to this notice is due in writing with sufficient information to establish capability to fulfill the requirements within five (5) business days of the date of this publication. This action is conducted under FAR Part 13. System Award Management (SAM) registration is required for all vendors doing business with the USDA-FS.
