Summary

AI-generated · May 21, 2026

One CENTURION Vision System and four Centurion ACTIVE SENTRY Handpieces are to be procured for Keller Army Community Hospital, West Point, NY, via a firm-fixed-price purchase order awarded on a sole-source basis to Alcon Vision, LLC. The Centurion Vision System includes proprietary features such as ACTIVE SENTRY Technology and Handpiece, Active Fluidics, OZil IP, and the INTREPID AUTOSERT IOL Injector Handpiece.

This sole-source action is being pursued under Title 41 U.S.C. 1901(e)(2) as implemented in FAR 12.102(a), which allows a brand-name description for acquisitions at or below the Simplified Acquisition Threshold to avoid competition when equal products are not appropriate. The government contends that awarding to another source could result in substantial duplication of cost or unacceptable delays. All responsible sources may submit a capability statement, proposal, or quotation for consideration. Concerns regarding the sole-source action may be submitted to the contracting officer.

The East Services Branch, Health Readiness Contracting Office (HRCO), Joint Base San Antonio, Fort Sam Houston, TX intends to Award a Firm Fixed Price, Purchase Order, on a sole source basis to Alcon Vision, LLC, 6201 South Fwy, Fort Worth, TX 76134, utilizing the authority of Title 41 U.S.C. 1901(e)(2) as implemented in RFO FAR 12.102(a): For acquisitions valued at or below the simplified acquisition threshold (SAT), including the use of brand-name descriptions without allowing for equal products. This requirement is for the procurement of one (1) CENTURION Vision System and four (4) Centurion ACTIVE SENTRY Handpieces at the Keller Army Community Hospital (KACH), West Point, NY. The CENTURION Vision System currently includes the following proprietary functions, including but not limited to: ACTIVE SENTRY Technology and ACTIVE SENTRY Handpiece, Active Fluidics , OZil IP and the INTREPID AUTOSERT IOL Injector Handpiece. The Government intends to procure from only one source under the authority of RFO FAR 12.102(a): For acquisitions valued at or below the simplified acquisition threshold (SAT), including the use of brand-name descriptions without allowing for equal products. The provision of highly specialized supplies when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any concerns with this intent to Sole Source may be submitted for consideration by the Government to Contracting Officer, Sara Fetterolf, at sara.m.fetterolf.civ@health.mil and Contract Specialist, Mohamed Koroma at mohamed.k.koroma.civ@health.mil with the Notice ID number referenced in the subject line.
