Summary

AI-generated · Sep 05, 2025

Award will be a sole-source, firm-fixed-price contract to RTI International to provide services for improving and maintaining all diabetes-related simulation models, including both the research and IT components. RTI is the original developer of these models, so they possess the necessary expertise and data knowledge to deliver the required work efficiently and achieve best value by avoiding the need to relearn the methods and data.

This action is pursued under sole-source authority (FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1)). It is not a competitive solicitation, but interested parties with the capability to perform the work may identify themselves and submit information for consideration. Submissions will be used to determine whether a competitive procurement should be pursued, but the government retains sole discretion to proceed non-competitively.

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to RTI International for services for improving and maintaining the all diabetes-related simulation models including both research and IT services. As this project is to maintain and improve the all CDC simulation models for diabetes prevention and managements, RTI, the original developer of these models, is the contractor that can provide the government with the best values of money due to two main reasons: (1) RTI has all the expertise and experience needed for this project (2) Using RTI would save the additional resources needed to learn the methods and data used in the two diabetes simulation model. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at uxs2@cdc.gov by COB 5 September 2025.
