Summary

AI-generated · Sep 27, 2025

Intent to sole source for 3 BK Medical E14CL4b Biplane Endocavity transducers (Transrectal and Transvaginal probes) to support multiple prostate biopsy fusion cases in one day. The upgrade provides improved image quality and easier use, and more probes are needed because sterile processing is transitioning to the B1 space, increasing turn time between cases.

BK Medical is the only supplier of this specific transrectal probe for use with BK Medical ultrasound systems; while other ultrasound machines exist, adopting them would require purchasing a different system, and the department’s Aloka unit does not offer a compatible prostate probe. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures (13.106-1(b)(1)) for purchases not exceeding the simplified acquisition threshold, with a sole-source justification. Interested parties may identify their capabilities in response to this posting, but the Government may decide not to compete.

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This procurement is for 3 BK Medical E14CL4b Biplane Endocavity transducer Transrectal and Transvaginal probes. This is a request to procure more so that multiple cases can be performed in the same day. The probe is specifically requested to support prostate biopsy fusion cases. This probe is an upgrade to the existing probe providing better image quality and ease of use. With sterile processing transiting to the B1 space more probes are needed to support the amount of time it will take to turn the probe over in-between cases. The proposed vendor, BK Medical is the only company that makes this specific transrectal probe for use with the BK Medical Ultrasound machine. There are other ultrasound machines on the market however it would require purchasing the ultrasound machine to go with the probe if any other company is considered. The department does own an Aloka ultrasound machine however they do not make a prostate probe that can be used with the other devices Urology has to perform transrectal procedures. This probe is specific to the outcome needed for the protocol. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the NIH, Clinical Center, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, to the attention of Ryssa Nix, Contract Specialist via email to Ryssa.nix@nih.gov by close date.
