Notice of Intent to Sole Source: Ad Walls LLC -Hawaii Air National Guard Recruitment Advertising in Hawaii Malls and Shopping Centers W50SLF-26-Z-1CC7

The Hawaii Air National Guard (HIANG) intends to issue a sole source, firm-fixed-price contract to Ad Walls LLC. The authority permitting other than full and open competition for this acquisition is 10 U.S.C. 3204(a)(1), as implemented by Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." A Request for Quote (RFQ) will be issued to Ad Walls LLC to provide advertising services to engage with the target demographic (18-25 year old physically fit young adults) for potential recruitment into the HIANG. The work includes providing mall and shopping center billboard-style advertising at various locations to showcase and promote Hawaii Air National Guard mission sets. Ad Walls LLC is the only source capable of providing the required advertising services at the specified locations because they hold the exclusive rights for large-format, billboard-style media at the malls and shopping centers listed in the Statement of Work. Ad Walls LLC is the sole provider for this specific type of advertising on the properties listed below, making them the only vendor capable of fulfilling the government's requirement. - Windward Mall - Kapolei Shopping Center - Kapolei Commons - Walmart Honolulu - Ka Makana Aliʻi - Moanalua Center - Stadium Marketplace - Pearlridge Center - Pearl Highlands Center - Aina Haina Shopping Center - Maui Mall (Kahului, Maui) - Kukui Grove Center (Lihue, Kauai) The designated North American Industry Classification System (NAICS) Code is 541850, Indoor and Outdoor Display Advertising, with a corresponding size standard in number of dollars is: $34.5 million. The period of performance is estimated to be from September 30, 2026, to September 29, 2027. Please note that this notice of intent is not a request for competitive quotes. However, any interested party who believes it can meet the requirements is invited to submit a complete and detailed capability statement in writing. The response must show clear, compelling, and convincing evidence that competition would be advantageous to the Government.
