Notice of Intent to Restrict Competition - Preventative Maintenance for Defibrillators at NNMC and Dzilth-Na-O-Dith-Hle Health Center NOI-SRSU-26-0027

The Indian Health Service, Navajo Area, Shiprock Service Unit in Shiprock, NM intends to restrict competition and negotiate an award with Zoll Medical Corporation (YNFJYW1DZ9T3) for Preventative Maintenance Services at Northern Navajo Medical Ceneter in Shiprock, New Mexico and Dzilth-Na-O-Dith-Hle Health Center in Bloomfield, New Mexico. The projected period of performance is: Base Period: 12 months from time of award Option Periods: Four (4) one-year option periods under 52.217-9, Option to Extend the Term of the Contract Six (6)-month option to extend services under 52.217-8, Option to Extend Services The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811210 Electronic and Precision Equipment Repair and Maintenance, with a Small Business size of $34.0 Million. In accordance with RFO 12.102(a), for acquisitions valued at or below the Simplified Acquisition Threshold, competition will be restricted because Zoll Medical Corporation is the only source capable of providing Preventative Maintenance Services. Due to instruments proprietary information on the defibrillators, the instruments can only be serviced, repaired, and have system software and configurations update by Zoll Medical Corporation. Due to proprietary defibrillators information, only a Zoll Medical Corporation licensed technician can repair, update software, and perform preventive maintenance services. This Notice of Intent to Restrict Competition is not a request for quotations and a solicitation will not be issued in conjunction with this Notice of Intent. Any vendor that believes it can provide the stated services may provide a capability statement. Verbal responses are not acceptable and will not be considered. Responses to this notice shall be submitted no later than 12:00 PM (MDT) on 06/22/2026 via email to William.Lee@ihs.gov. A determination by the Government on whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
