The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Marine Operation Center Atlantic (MOC-A) is requesting Trane Chiller Circuit 2 Condenser Coil Replacement. This service will be provided by Professional Heating & Cooling, Inc. at 3306 Arizona AVE Norfolk, Virginia 23513. The MOC-A chiller, circuit 2 condenser coil ruptured and needs to be repaired. The chiller, which is the main cooling source for building 1, is being operating on circuit 1 and is currently starting to show signs of fatigue. It is imperative that we get circuit 2 back up and operational before we lose circuit 1 altogether and have zero AC for the building. Both circuits need to be operational in the event of a catastrophic interruption as one is the back up for the other. The complete chiller system installed in MOC a Building is proprietary of Trane as the original Equipment Manufacturer (OEM). Therefore, this procurement action is being requested as a sole source award to Professional Heating & Cooling, Inc. for the installation of a new condenser coil on the Building One HVAC system. They are a direct authorized dealer and service center for Trane Commercial HVAC. They have Manufacture and Factory trained, certified technicians to work on Trane Commercial HVAC. The Government is aware that there may be other HVAC vendors however, awarding this repair to another contractor without direct knowledge of the system s service history would introduce unnecessary delays and potential complications in troubleshooting, procurement of compatible parts, and system integration. Therefore, in the interest of efficiency, reliability, and mission assurance, Professional Heating & Cooling, Inc is the only vendor being requested and recommended to perform the repairs in the required timeframe with the necessary expertise. The Government intends to acquire this part under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Professional Heating & Cooling, Inc. under the authority of FAR 13.106-1(b)(1)(i). The North American Industry Classification Code (NAICS) for this acquisition is 238220, Plumbing, Heating, and Air-Conditioning Contractors with a business size standard of $19 Million. This is not a solicitation for competitive quotes. However, if any interested party that is an authorized dealer, service provider from Trane Commercial HVAC and can provide the above requirement, without compromising manufacturing, delivery and warranty may submit a statement of capabilities, which if timely received, may be considered by NOAA. A statement of capabilities must be received by August 28, 2025 at 5:00 PM EST. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required service provide and authorized Trane Commercial dealer/service letter, availability of parts and three government past performance for jobs that are the same or similar within the past three years. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements.
