This Notice of Intent to award a sole source, commercial purchase order is hereby issued in accordance with RFO FAR Parts 5.101 and 12.202. This notice serves to announce the Indian Health Service s (IHS) intent to solicit a Firm-Fixed-Price (FFP), sole source, commercial purchase order to Sodha Q Enterprises, LLC (DBA AgencyQ), of Bethesda, MD. Sodha Q Enterprises is able to satisfy IHS s requirement for a component-based, Commercial-Off-the-Shelf (COTS) Software as a Service (SaaS) ecosystem, specifically, the Sun+Sky version of ClearPath, a Client Technological Engagement (CTE) patient-level platform; and the Native Nexus version of Find-It-First, a CTE system-level knowledge clearing house and analytics platform. This requirement will support IHS Office of Clinical and Preventive Services/Division of Behavioral Health (OCPS/DBH). IHS OCPS/DBH serves as the primary federal advocate and administrative office for behavioral health, alcohol and substance abuse, and family violence prevention programs for American Indian and Alaskan Native (AI/AN) populations. OCPS/DBH core responsibilities include developing national policies and allocating funding for clinical, preventive, and public health behavioral programs; managing comprehensive, culturally sensitive, and evidence-based initiatives for alcohol/substance abuse, mental health, and domestic violence; supporting the integration of mental health and substance use disorder services into the patient-centered medical home model; and collaborating with Tribes, Tribal organizations, and Urban Indian health organizations to build community wellness and address historical trauma. Only one source, Sodha Q Enterprises, LLC, is capable of fulfilling the Government s requirement for prototyping, deployment and integration of the highly specialized Sun+Sky and Native Nexus platforms while supporting a federal-Tribal partnership framework. The unique capabilities of Sodha Q Enterprises, LLC, include its ability to support these dual-level platforms through technology-enabled, culturally grounded and Tribal-directed service models while operating under Tribal sovereignty principles, supporting salutogenic resilience development, and providing national data collection without commercialization. This requirement will cover a one-year (12 months) period of performance and serve as the pilot for a potential follow-on acquisition to further develop and implement these specific CTE platforms. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PURCHASE ORDERS; however, interested firms may submit a capability statement in response to the above requirement by 5:00 PM Eastern Time on 22 JUNE 2026, to Dan Poehling, Contracting Officer, at daniel.poehling@ihs.gov.
