Special Notice: FD-2025-526 ***The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) intends to award, on a sole source basis to Life Technologies Corporation, under the authority of FAR 13.106-1(b)(1), for annual service and maintenance for the 3500 Genetic Analyzer and the QuantStudio 6 Flex. ***The sole source determination is based on the National Oceanic and Atmospheric Administration s (NOAA), National Marine Fisheries Services requirement for service and maintenance contract for the 3500 Genetic Analyzer (S/N: 27128-170) and the QuantStudio 6 Flex (S/N 278862711) real time PCR for the Northwest Fisheries Science Center (NWFSC) in Seattle, WA. The performance of NWFSC s Genetics & Evolution Program Molecular Genetics Laboratory depends upon several pieces of specialized equipment as part of our routine laboratory operations. Our research is time-critical to deliver results for forensic casework to NOAA s Office of Law Enforcement in a timely manner and to meet pre- determined data delivery timelines for mission essential projects. The scientific research performed by NWFSC s Genetics and Evolution Program are in direct response to NOAA mission mandates under the Marine Mammal Protection Act (16 U.S.C 1361 et seq.), which requires the development of stock assessment reports and requires timely determination of species with depleted status and the development and expeditious implementation of conservation plans for depleted stocks/species, the Endangered Species Act (16 U.S.C. 1533), requiring the development and implementation of recovery plans for species listed as threatened or endangered, and the Magnuson-Stevens Fishery Conservation and Management Act (MSA) for fisheries systems research (16 U.S.C. 1882), requiring that NOAA Fisheries advance fisheries science generally and for the specific use of scientific data, information and technology requirements for understanding ecosystem processes and their effects on the fishing industry, fisheries management, and fishing communities. The Service Provider must be ISO 9001:2015 Accredited and will use OEM reagents and parts or parts approved for use by the OEM for the equipment. The repair technician shall be certified by Life Technologies as capable of repairing & maintaining the ABI3500 and QuantStudio 6 Flex equipment correctly, to industry standards and in a timely manner. The period of performance for this project will be 9/28/2025 9/27/2026. ***The Government intends to negotiate a firm fixed price contract. This Special Notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
