NOTICE OF INTENT TO AWARD SINGLE SOURCE FOR MICROSOFT INDUSTRY SOLUTIONS DELIVERY 70RSAT25C00000060

The Department of Homeland Security (DHS), Science & Technology Component (S&T), Office of the Chief Information Officer (OCIO), has direct responsibilities for the IT infrastructure required for the networks that provide the overall telecommunication needs for DHS. DHS has numerous ongoing initiatives that support its overall mission to protect the homeland; and within DHS, DHS/S&T provides operational and management support for DHS information technology activities for all S&T locations in the Washington, DC area. Industry Solutions Delivery (ISD), formerly Microsoft Consulting Services, provides access to Microsoft subject matter specialists, and the global partner network. Through delivery by highly skilled consultants who work closely with the organization, these resources will effectively minimize risk in deployment and configuration management of the investement of Microsoft software in DHS S&T environments. Microsoft shall provide qualified personnel to complement the department s provisioning of Microsoft software. This effort includes providing access to Microsoft Consultants in support of DHS/S&Ts efforts to plan, implement, and deploy Microsoft software, solutions, and technologies. Microsoft does not authorize external consultants for Microsoft ISD. Accordingly, in accordance with FAR 13.106-1(b), the government intends to award to a single source on the basis of 'only one source reaonsably available.'

Per FAR 5.705(b), this contract action was awarded other than fixed price and non-competitively to a single source, Microsoft Corporation. Industry Solutions Delivery (ISD), formerly Microsoft Consulting Services, provides access to Microsoft subject matter specialists, and the global partner network. Through delivery by highly skilled consultants who work closely with the organization, these resources will effectively minimize risk in deployment and configuration management of Microsoft technologies. Pursuant to 16.602, this contract is awarded as a Labor Hour (LH) type contract because it is not possible at the time of award to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence due to the large footprint of Microsoft products across the DHS enterprise.
