THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The U.S. Department of Energy (DOE) Office of Scientific and Technical Information (OSTI) plans to contract by means other than full and open competition. This requirement is being procured in accordance with FAR 13.106(b) and with Federal Acquisition Regulation (FAR) Part 6.302, as promulgated by 41 U.S.C. 3304. DOE intends to award this requirement as a sole source to the American Chemical Society (ACS.) ACS is the sole provider for access to the required online journals. The incumbent contractor shall provide the Department of Energy (DOE), Office of Science (SC) an online journal subscription for ACS journals and the ACS Legacy Archives. Subscription is by calendar year. Access is restricted to the Office of Science. DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SCeJournals link button. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government.
