THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract to San Diego Association of Governments, 1011 Union Street, STE 400, San Diego, CA 92101-2392, United States. Under the authority of FAR 13.106 (1) only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for annual renewal of the Automated Regional Justice Information System (ARJIS) and the eSUN Operational Fee. ARJIS has provided the brig with unrestricted connection to the NCIS and CLETS information systems through the San Diego County Sherriff s Department servers since 1990. ARJIS is the only service provider of this nature covering San Diego County and half of Southern California. Standard law enforcement practice dictates that a background check shall be conducted on all inmates, visitors, contractors and new staff members who may have contact with inmates. Naval Consolidated Brig Miramar (NCBM) has a valid need for access to criminal histories using the Interstate Identification Index (III), Wants & Warrants and similar databases.
