Summary

AI-generated · Aug 24, 2025

CBP requires aeronautical navigation flight charts (Jeppesen charts) to be distributed and used by CBP Air and Marine Operations pilots to verify routes and flight paths. The work is proposed as a sole-source, firm-fixed-price contract to Boeing Digital Solutions, Inc because no other application meets the navigation needs, and Boeing provides worldwide coverage of enroute and terminal charts for use on an electronic flight bag, including airfields not supported by DLA FLIPs.

The contract is for a one-year period, with no formal solicitation currently available. Interested, responsible sources may respond with a capabilities statement demonstrating the ability to meet the requirements; the government will decide whether to consider competition based on those responses. Submissions may contain proprietary information and must be properly marked; the government will not reimburse for information provided. Submissions should be directed to the Contracting Officer with the capabilities statement.

U.S. Customs and Border Protection (CBP) intends to award a sole source Firm-Fixed Price (FFP) contract to Boeing Digital Solutions, Inc for aeronautical navigation flight charts (Jeppesen charts). The proposed flight charts will be distrusted and utilized by CBP Air and Marine Operations (AMO) pilots to ensure accurate routes and flights path are correct. There are currently no other applications that meet the flight navigation requirements. Boeing Digital offers a comprehensive and total coverage of charts for areas within and outside of the United States. As noted in the Statement of Work, the required charts must provide worldwide coverage of enroute and terminal charts for inclusion on an electronic flight bag, including airfields that not supported by Defense Logistics Agency Flight Information Publications (FLIPs). The anticipated contract period of performance will be from August 1, 2025 through July 31, 2026. This notice is neither a request for proposal nor an invitation for bids. There is no formal solicitation available for this requirement at this time. If responsible sources feel they can meet the requirements, please contact the Contracting Officer by e-mail to caitlin.m.jenkins@cbp.dhs.gov by the response date and time listed with this notice. You must submit a capabilities statement displaying your ability to meet the requirements. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided.
