NOTICE OF INTENT TO AWARD SINGLE/SOLE SOURCE The National Oceanic and Atmospheric Administration (NOAA) intends to award a single source, firm fixed price contract as authorized by FAR 13.106-1(b)(1) to Blue Matter Science LTD for the purchase of dolphin management strategy evaluation services. The Southeast Fisheries Science Center is needing to develop an empirical management procedure for dolphin in the US Atlantic. The primary goals of the effort are to build the capacity to test bag, vessel, and size limits into the existing MSE framework, conduct a proof-of-concept exploration of the impact of static bag, vessel, and size limits management actions, as requested by the council, and incorporate bag, vessel, and size limits into dynamic MPs. Since this work builds on the existing MSE framework, it is important the vendor has experience engaging on MSEs in collaboration with the SEFSC in order to maintain project progress and meet deadlines. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due no later than Friday, August 22, 2025, by 3:00 pm Eastern Time.
