Provide Northstar Network communication services to suitably equipped aircraft users with CONUS-wide coverage. The current setup uses Ground Entry Points controlled by Special Government Operation Centers, with each GEP equipped for UHF communications and capable of supporting analog and digital transmissions to and from aircraft simultaneously. Through the Northstar Network, aircraft can access the DoD Executive Airlift Communications Network (EACN) and other networks, including Secret IP Data Service (formerly known as SIPRNET) and Sensitive but Unclassified IP Data Service (formerly known as NIPRNET), along with other voice and data networks.

Two SGOCs will be geographically separated at Offutt AFB, NE and Waldorf, MD to eliminate RF interference and enhance mission survivability. A Performance Work Statement is posted with the Sources Sought outlining the requirements and interfaces. This is a sources-sought effort to gauge potential suppliers and capabilities for delivering the described services, with a base period and option years referenced in the notice.
