1. INTRODUCTION Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors for roadway rehabilitation services along the North Lincoln corridor. This project supports BEA s infrastructure improvement initiatives and long-term transportation resilience planning. 2. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The North Lincoln corridor spans approximately 14 miles from Highway 33 to the interchange at the Naval Reactors Facility (NRF). The scope of work includes the following: Crack-sealing and micro-sealing of the entire roadway section Repainting of lane markings and traffic control elements Bridge approach reconstruction, including: o Removal of existing road surface o Rebuilding of the road base o Repaving of the surface 3.
