The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with KPMG LLP. A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305. This effort is a follow-on requirement to support the Defense Information Systems Agency (DISA) s Manpower and Personnel Directorate (J1). DISA seeks to modernize the way that Human Resources (HR) - related information technology (IT) services are provided at the agency and transform them into a full lifecycle Human Capital Management System (HCMS). HCMS will fully support DISA s human capital and workforce development initiative, Workforce 2025, Office of Management and Budget s Cloud Smart strategy, and Department of Defense (DoD) s Software Modernization Strategy, emphasizing the importance of commercial partnerships through the adoption of cloud.
