NextGen Submarine Rescue Updated Reverse Industry Day Announcement Please read thoroughly as instructions from the September 11th, 2025 SAM.gov announcement have been edited. The U.S. Department of the Navy (USN), Naval Sea Systems Command (NAVSEA) Program Executive Office (PEO) Undersea Special Mission Systems Program Office (PMS390) is interested in advancing its submarine search and rescue capabilities and is seeking industry input. Due to the Government shutdown at the beginning of Fiscal Year (FY) 2026, the Government postponed the Reverse Industry Day originally scheduled for November 20th, 2025. NAVSEA is rescheduling the unclassified Reverse Industry Day event for January 20th 21st 2026, at 1100 New Jersey Ave SE, Washington, DC 20003. This event is designed to facilitate a discussion of ideas, offerings, challenges, and technologies which will support NAVSEA as we investigate existing and future capabilities and technology of interest in relation to the USN next generation submarine rescue system. NAVSEA seeks solutions to replace the current submarine rescue capability within five years of contract award. NAVSEA is interested in solutions that can provide future capability equal to or greater than the current capability, and that can increase the operational availability and transportability while reducing overall Program costs. A solution can be commercially certified by an International Association of Classification Society (IACS) member. NAVSEA is open to all possible contracting, ownership, operation, maintenance, and supportability strategies. During the opening day of this event, the Government will provide a brief thirty (30) minute overview of the current USN submarine rescue capability and general expectations for the new system. This will be followed by a thirty (30) minute open forum for questions. After the opening session, the primary focus of this event will occur where interested parties can have the opportunity to conduct thirty (30) minute one-on-one meetings with the Government. These one-on-one meetings provide the forum for interested parties to propose solutions, ideas, and capabilities which offer the Government critical industry feedback on how to proceed with the next generation submarine rescue system. If you are interested in reserving a one-on-one meeting with the Government, please submit an abstract (no more than 2 pages) describing your company s proposed solution and the plan your company intends to discuss during the meeting. Submittal instructions are listed under the registration instructions below. Please note that the Government is not seeking generic capability statements at this event; the Government is seeking specific solutions and ideas regarding the future next generation submarine rescue capability. Interested parties are encouraged to include any recommendations regarding contract vehicles and terms, ownership, and services during the one-on-one sessions. The second day of this event will be solely dedicated to one-on-one meetings with the Government. Due to time constraints, one-on-one meetings will be capped after all slots have been scheduled. Reservations will be filled on a first-come, first serve basis. Your company may attend the opening brief even if you are not registered for a one-on-one meeting; however, please take into consideration that no other events are planned except for the opening brief and one-on-one meetings. If you wish to reserve a one-on-one with the Government, please attach your abstract to this email. Foreign nationals are allowed to attend. Include a Foreign Visitor Request (FVR), if applicable. The FVR form is also attached to this notice. Please note that you will be required to submit this information (including the FVR), even if you were registered for the cancelled November 20th, 2025 Reverse Industry Day. The Government will subsequently provide briefing time, additional information, and instructions to registered parties once all required information has been submitted. Each attendee must bring photo identification for check-in. No audio/visual recording devices of any kind will be permitted by attendees. The Government may post a sanitized version of all questions and answers resulting from this event to the Procurement Integrated Enterprise Environment (PIEE)/System for Award Management (SAM) websites. This announcement is not a request for proposals and should not be construed as a commitment to issue a solicitation in the future. No awards will be made from this announcement. This announcement is not requesting any materials from interested parties. The Government will not reimburse for any costs associated with providing information in response to this announcement. All slots are currently full and finalized; however, your company is free to attend the industry day regardless of having a scheduled one-on-one. Please note that any documents submitted by Industry Day participants to the Government must clearly identify and properly mark any proprietary, trade secrets, and/or business sensitive information. If any information is subject to applicable export control laws, it must be clearly identified and properly marked. The Government will not be liable for any information not properly marked and clearly identified with restrictions. Proprietary information will be safeguarded and handled in accordance with applicable Government statutes and regulations. Industry Day participants are responsible for communicating any disclosure restrictions to the Government. Update: Finally, the US Navy requests permission to share information with US strategic partners United Kingdom (UK) and Australia. The US Navy is considering having a shared solution for submarine rescue. Consequently, the US Navy wishes to include representatives from foreign partners in one-on-one briefings. If your company does grant permission for the UK and Australian government representatives to access information provided during industry day, please remember that your company is responsible for following International Traffic in Arms Regulations (ITAR) in regards to properly marking and sharing information, including abstracts and presentation material.
