NextGen Submarine Rescue Reverse Industry Day N00024-25-R-6125

The U.S. Department of the Navy (USN), Naval Sea Systems Command (NAVSEA) Program Executive Office (PEO) Undersea Special Mission Systems Program Office (PMS390) is interested in advancing its submarine search and rescue capabilities and is seeking industry input. NAVSEA is hosting an unclassified Reverse Industry Day event at 9am (EST) on November 20th, 2025, at 1100 New Jersey Ave SE, Washington, DC 20003. This event is designed to facilitate a discussion of ideas, offerings, challenges, and technologies which will support NAVSEA as we investigate existing and future capabilities and technology of interest in relation to the USN next generation submarine rescue system. NAVSEA seeks solutions to replace the current submarine rescue capability within five years of contract award. NAVSEA is interested in solutions that can provide future capability equal to or greater than the current capability, and that can increase the operational availability and transportability while reducing overall Program costs. A solution can be commercially certified by an International Association of Classification Society (IACS) member. NAVSEA is open to all possible contracting, ownership, operation, maintenance, and supportability strategies. During this event, the Government will provide a sixty (60) minute overview of the current USN submarine rescue capability and general expectations for the new system. This will be followed by a thirty (30) minute open forum for questions and an opportunity for thirty (30) minute one-on-one meetings with all interested parties. These one-on-one meetings provide the forum for interested parties to propose solutions, ideas, and capabilities which offers the Government critical industry feedback on how to proceed with the next generation submarine rescue system. Please note that the Government is not seeking generic capability statements at this event; the Government is seeking specific solutions and ideas regarding the future next generation submarine rescue capability. Interested parties are encouraged to include any recommendations regarding contract vehicles and terms, ownership, and services during the one-on-one sessions. Due to limited capacity, attendance is limited to three (3) individuals per company/organization to participate in-person for the event. Please note, no virtual option is available for this event. Foreign nationals are allowed to attend and are required complete a Foreign Visitor Request (FVR). The FVR form is attached to this notice. The Naval Sea Systems Command intends to issue a sole source contract action to increase values associated with Cost Plus Fixed Fee (CPFF) contract type for Engineering Services, Firm Fixed Price (FFP) for Provisioned Items Orders, and Cost Reimbursable for other direct costs. The resultant contract action will support production deliveries through FY27. This sole-source contract modification is critical to meeting urgent Navy operational requirements for the LwLCCA in FY25 and FY26. It addresses critical spare part shortages, obsolescence issues, and ensures continued system viability by increasing the existing contract's PIO ceiling and securing additional engineering support and other direct costs. LM is uniquely positioned to provide this support due to its intimate knowledge of the system's design and manufacturing, established infrastructure (including specialized tooling and testing facilities), and possession of unique cabling required for both COLUMBIA new construction and existing fielded systems. Awarding this effort to another vendor would incur an unacceptable minimum 18-month delay due to contract solicitation, vendor qualification, and production lead times, jeopardizing submarine operational readiness and critical missions. Therefore, LM remains the only viable source capable of delivering the required LwLCCA support without unacceptable risk or delay.

The NextGen Submarine Rescue Reverse Industry Day (originally to be held 20 November 2025) has been postponed due to US Government shutdown risk.
